We only have one rate, so the question is not applicable at CCU, however
we do have faculty that do "lots" of summer field work - but they still use
on campus facilities and I would argue that on-campus rates should still
apply.  Orders are still placed (and paid for) through our business office,
faculty rely on Departmental secretaries and telephones for correspondance,
communications, etc. Campus copiers are used to reproduce data forms and
the data are ultimately stored and analyzed on campus-based computers.

To me "off campus" means that the PI replies on facilities and services
that are based off campus (a separate lab in a leased building) not
on the location where the actual data gathering occurs.
