We are currently working with some of the newly formed states of the former
Soviet Union (mainly the Ukraine and Russia).  The question I have is this:
Is the audit report requirement applicable to them.  The PI here says they
will not be able to provide one and we wouldn't know how to begin verifying
the numbers if we did get one. I am hoping that someone else has gone
through this exercise and can offer some insight.  Thanks for any
