We have successfully negotiated a waiver of the EFA patent policy.
We worked with Kevin Brady, Associate Director.  We sent EFA a copy
of our patent policy as evidence that our policy addressed their main
concerns at EFA regarding management of inventions -- the
broadest most efficient and rapid dissemination of benefits of the
invention to the public and some allocation of royalty funds back
research.

EFA approved exemption and allowed us to change the grant acceptance
form to indicate that we would be subject to our own internal
patent policy --which we attached to the acceptance for reference.

They have allowed us to accept three grants under these conditions
going back to early 1990.
