We too have had some problems on close outs with HRF.  In one case
it was due to the blatant failure or our investigator to submit
a final report, but in general our Controller reports their close
out and final payment procedures to be, and I quote "a pain in the
neck"  regardless of whether we have complied with all terms of the grant.
