At Armstrong State College (under 4000 EFT) both the college President and the
Vice President/Dean of Faculty (Academic VP) have signature authority.  This
works better than you might suppose because I am located in the VP's office.
The President is one door down the hall and both are well trained to make sure
I'm given a copy of any grant proposal they sign.  Only the President can
accept an grant on behalf of the institution.  This works well for now, and the
added advantage is that they are very involved and supportive of my efforts.  I
can see where it might be a problem if I was physically located elsewhere.
