NIH "reinvention" has already started. Several current RFAs are already
implementing the new streamlined processes: i.e. "just-in-time", triage,
etc.
For instance, one RFA I'm looking at now asks for:
- limited budget detail: % efforts are given for personnel, but no specific
dollars; justification is only requested if items exceed certain
specified limits (e.g. $15,000 for supplies); justification for
future years only if they are more or less than 4%
- No other support (yippeee!)
- Resource & Environment "only if proposed research requires specialized
unique resources for which availability must be documented"
- No checklist
Applications are then "triaged" and those deemed non-competitive are
withdrawn prior to receiving a priority score.
I don't know when they are going to apply these new criteria to all applications
NEWS FROM NCI:
The National Cancer Institute is issuing all NON-competing continuation awards
at 98% funding AND, if they have a 7/1 anniversary date, are truncating the
budget period to 10 months. This is to alleviate the 7/1 crunch, more equally
distribute their workload.
