With regard to Teresa Williams question:
"Has anyone heard if NIH plans to adopt a "just-in-time" approach to grant
application submission?"

 This was mentioned in the REINVENTION ACTIVITIES announcement in
the NIH Guide, Vol 23, No 25, July 1, 1994.  They are calling it a "pilot
test."
