A general query: a colleague is dickering with EPA about funding
a project on campus involving restoring wetlands.  Someone has
recently told him that a Quality Assurance Project Plan will be
required.  We've never heard of it; has anyone else?  Obviously
we are inquiring of EPA as well, but sometimes it's nice to get a
sideways perspectives on these things.  How extensive is a QAPP?
How long do they take to get approval?  How important are they?
We would appreciate any light anyone can shed on this subject.
