One of our Natural Resources faculty heard via his grapevine that the USDA
has a program called Urban Resource Partnership that is targeted for
Atlanta, Chicago, New York City, & Seattle. I've checked resources (both
real & virtual) and haven't found anything that fits these specifics. The
closest program name is the USDA's Urban Park & Recreation Recovery program.
Any clues for me to follow out there?
