I've received a few more responses from institutions, including one from Canada,
(thank you Dalhousie U, now the database is international), which have been
included.  If there are any other institutions out there who have not responded,
and would like to share their policy, we'd appreciate your information.  When
I return from vacation in late July, I'll post a few stats on this database,
including any new data rec'd in July.
