At EVMS, we don't routinely charged clerical or administrative costs to grants.
We consider this IDC unless the employee is contributing significantly to
the project or the project is defined as a major program needing this type of
support.  An interim A-21 policy stated such and has been in effect since
Jan. 1, 1994.
