I just met with one of my chairs in the med school who attended a
study section meeting at NIH several weeks ago.  According to him,
the reviewers cut off all clericl/adm staff salaries.  He didn't know
whether they had been justified; all were on ROIs.  Would appreciate
others asking their study section members what they have noticed
regarding this issue.
