Many of you have significant experience with US AID, unfortunately I do not.
I am preparing an application for a project in eastern europe on an
Indefinite Quatitity Contract.  My question is how you determine the
multiplier applied to salaries and wages?  The time and materials contracts
don't carry budgets like NSF, so the determination of the multiplier can make
or break the budget down the line.
