I respond:
I think there are so many models that the comparison would be no
more meaningful than an indirect cost rate comparison.
Example: We are a Research Institute of ~ 200 people - almost ALL
staff. We do ~$30M per year in contracts and grants (mostly the
former), which are administered by the University Contracts and
Grants Office. We have ~0 effect on the number of faculty at the
University, but we do ~1/5 of the total research.
