I have heard through contacts at a company providing sponsored funding
information searches that the most recent version of the NIH keyword
index (probably version 4) was developed for the NIH by an outside
company and the company holds the copyright.  Access to it for use
in other software programs/products is apparently pretty limited.
Strictly heresay, but thought it might be of interest.
