Regarding preparing SBIR and STTR proposals:

I too think that you should put the onus on the collaborating
commercial partner.  Because these are most likely small
businesses, you might want to think about the Technical Assistance
Centers of the Small Business Administration.  I think each state
has at least one and often they are located on a college campus.
Remember that these programs weren't really written for our
(the university's) primary benefit, but for the business to transfer
the technology.  IMHO, we should let them take the lead.
