In reference to companies that specialize in SBIR/STTR proposal development,
Marquette University's current approach is to "broker" the development
of these proposals on behalf of a business applicant that is collaborating
with a faculty member.  We have provided budget support, editing, writing,
and document formatting to business-faculty partneships for one STTR and
three SBIRs in the last six months.

One good source for SBIR assistance is state Departments of Economic Development
.  In Wisconsin, the state and the Procurement Institute sponsor an SBIR
workshop once per year at which federal program officers regularly appear.
