Has anyone ever done any negotiations with General Motors? We have
received a purchase order for some research to be performed by our
Mechanical Engineering Division and the Buyer at GM indicated that
we may not take exceptions to their terms and conditions.  This
creates a problem since we are a state agency and are limited by
state law with regards to insurance, liability, governing law,
etc.  GM states that no exceptions would be considered.

If anyone has successfully carried out a research program with GM
and is a state agency or has any advise, I would appreciate some input
on how/who you worked with at GM.
