I think they're worried about traffic.  I believe there plan is to provide
wide access eventually, but they wanted to start a little smaller.

Thanks to those of you who are tracking the availability of the electronic
form
of the Federal Register from the GPO.

I have one basic question -- does anyone know GPO's rationale for providing
this to Federal Depository Libraries rather than making the information
available on a government Gopher or Web?  It seems to me this would simplify
access and distribution.

I will follow Stephen Hayes' suggestion to contact our legislators, and I
encourage everyone to do so.  It's crazy not to have cheap and easy access
to
primary government documents.
