We use Cricket Graph to produce similar charts/graphs.  Nice and easy.  I
also own DeltaGraph Pro and use it to produce more complex charts/graphs.
With either program you can export the graph as a PICT or EPS file and then
edit it in a drawing program (I use Canvas) to gussy it up.
