I have read over A-21 section J-48. "Travel Costs" many times, but I
 cannot come to a conclusion to the following question:

 Is it allowable for us to charge round-trip airfare from our campus
 (Macomb, IL) to St. Louis or Chicago via a charter flight since we are not
 served by a commercial airline?

 This charter flight costs about $500.  A traveler could drive to a closer
 city (Peoria, Springfield, Moline), take a commuter to St. Louis or
 Chicago, and then fly to the  final destination (this is how most of us at
 the University travel to distant destinations) for less than $500.
