Awhile back I posted a note regarding whehter the salary cap of
$125,000 on salaries paid from NIH grants which has been part
of the DHHS appropriations bill for the last several years was specific
to NIH or was DHHS-wide.  Most of the responses I received indicated
that others were considering it to be DHHS-wide and that the NIH
had specifically implemented the provision via the NIH guide.

A recent inquiry to the Health Resources and Services Administration
confirmed that the cap is SPECIFIC to NIH, even though it is part
of the DHHS-wide appropriations bill.
