We provide an honorarium of $100 for each external reviewer.  For the vast
majority, it appears that the honorarium has little effect on their willingness
to serve as reviewers - certainly the size of the honorarium can not fully
compensate them for their efforts.  Rather, it is my impression that most feel
a professional obligation to provide this assistance.
