I have always assumed that deadlines, including NSF, were receipt
dates, unless it is explicitly stated that that proposals must be
postmarked by [a specific date]. My reaction is that NSF will ultimately
accept the proposal in question; keep trying. The more subtle issue
involves contradictory information published by NSF. I assume that the NSF
Bulletin takes precedence over other documents. Another example, the valid
program announcement is 93-131, even though we are in FY 1994. The
announcement has different page limitation guidelines than the new GPG.
The GPG provides for different requirements if the program sets them;
however, we did not "trust" the anouncement as the GPG is more recent. Are
there other possible inconsistencies which should be considered?
