Instead of establishing your own IRB your institution might be able to utilize
one already established in another organization by developing an affiliation.
Even if your institution paid a fee to use the IRB, it may be less expensive
than developing your own.  Here in LA, CA there were even independant IRBs
who charged a fee, although I am not sure if they are still around.
