I assume that those institutions "charging" tuition to research grants are
paying this to students in lieu of compensation?!  The Federal policy, at
least PHS which is an embodiment of A-21, makes tracking "tuition in lieu of
salary" through the payroll/effort reporting system.  Is this the case?
If not, I would be interested to hear how it is done otherwise.
