Whatever you do, DON'T BOOK ANYTHING until you talk with your program
officer!!!! Better still, talk with the program officer AND someone in
contracting. We do lots of business with USIA and use their travel agency
(Omega), which has its problems but takes the burden off of us (me) as
far as what's allowable. We are further confined by our university's
travel policy, so it's usually a migraine-waiting-to-happen when we get an
award with international travel (which we do a lot, since we're the
International Center).
You can look at the terms/conditions that come with the contract for some
information. USIA's are pretty good. BUT there are still pitfalls. I
sometimes suggest that people fly a US carrier to Europe then take the
train, because sometimes it saves lots of money. My only expertise, really,
is with Central/Eastern Europe, though.
This list is terrific. It helps me stay in touch with my profession even
though I've moved to a small, specialized department. Thanks to all who
