The Research Development Unit, Faculty of Business, RMIT (Australia)
offers this sort of editing and reviewing service.

Or rather, no request for funding should leave the Faculty without being
vetted by us.  This is mainly to take care of intellectual property
considerations and make sure that the Faculty can stand by any claims
made in the proposal.

Offering proposal assistance makes people happier about complying with
the rule.  We also like to think that they have a better chance of
recieving funding if they come to us.

People don't always come to us, so we are becoming more pro-active.
We will actively seek out potential applicants, point out opportunities
and assist them in writing applications.

This sort of 'hand-holding' works extremely well in most instances.
However, it requires extensive knowledge of the research interests of
staff, especially junior academics.  In turn, this requires an office to
get out amoung the academics, rather than waiting for them to come to
you.  In a busy research office, it's really hard to find time to do this.
