At Marquette University, we've used RCT for over a decade with great
satisfaction.  We give faculty a choice on what they want to do with
the $1000 + (hopefully) $3000 incentive dollars.  Nearly all opt to
put it in a restricted research account and use it for supplies or
travel.  They could take it in salary but don't.  It's a nice
patent carrot.
