Yale made the decision a long time ago to decentralize the grants management
process. There is a business manager (or equivalent) in every academic
department whose function (among others) it is to assist faculty in putting
together proposals. The central Grants Office does NOT photocopy proposals.
Our policy on mailing is that we will mail proposals out via regular mail at
Yale's expense, but if the PI wants special handling (i.e., federal express)
the department must pick up the tab (i.e., provide an account number to charge
the cost to). Almost all of our proposals go federal express. We give the
department an option on who will mail proposals: If the proposal is sent from
the Grants Office the dept must provide us with all the copies for the agency,
plus our two office copies. If the proposal will be sent from the department,
then they must provide us with the original (signature) copy, plus our two
copies. We then return the original to the department for them to handle. We
do review drafts, but it is clearly understood that we will not sign off on
proposals unless/until we have the complete, final version. Naturally, there
are exceptions made, especially with very last-minute proposals, but for the
most part, we don't have problems getting our copies up front.
