We have very little research involving human subjects that is funded by
 external sources but we review all projects involving humans
 regardless of funding.  I have found the NIH guidebook to be extremely
 helpful.  Sometimes it is great to be able to send a disgruntled faculty
 member or graduate student something in print from the NIH rather than
 another copy of an "institutional policy".  It is also helpful for
 training new IRB members.
