I was at a small institution in Indiana that did not have either an IRB or
IACUC, although some work was being done in social sciences and psychology
with humans and in the biological sciences with mice and rabbits.  I did
use the Guide to set up and IRB and it was extremely helpful.

I would caution you to be VERY particular about who is on the IRB, though.
It is sometimes difficult for a psychology investigator, for instance, to
view any type of "non invasive" procedure in a detached way.
