At Yale, we have had a number of NYI awards--start dates have ranged from July
1 to September 1, although most seem to be August 1. For normal research
awards, I would agree with Victor Medina that we need verification from the
program director before allowing pre-award costs, but in the case of the NYI's,
the faculty member receives a letter from NSF informing him/her of the award
and requesting that a budget be submitted (remember that no budget is sent with
the original proposal). Therefore, we have already received confirmation from
the agency that the award is coming. We know that, at a minimum, the PI will
receive the $25,000 base. Additional funds depend on whether he/she has a
match. We consider these to be a sure thing and have never held up a request
