One of our new faculty has received a personal call indicating that
she will be funded under the NSF Young Investigator Program.  The Program
announcement indicates awards will be announced in August 94 & that the
research program must be started by October 1.

 Based upon past experiences, when will formal award notices be issued?
[08/94?]?  I assume it is OK to initiate the project early based upon
Article 3 of NSF's Terms & Conditions for Pre-Award Costs.   Is this a
correct assumption?  Are there other non-standard conditions regarding the
start date that I should consider?
