We do offer a form of basic proposal editing at Indiana University.  I'd call
it more a review and critique rather than in-depth editing (meaning we don't
spend the time actually DOING a rewrite, but will point out areas that need to
be reworked--areas that are confusing, contradictory, contrary to
guidelines, or potentially confusing for reviewers).  Our primary customers
for this service are nonnative speakers and faculty new to proposal writing,
although some of the seasoned researchers will still run their text by us
just to make sure the t's are crossed.  We review the text of probably 50
or 60 proposals annually, and it's one of my favorite parts of the job.
