I just returned from the NCURA Region II meeting and this is what we
were told by David Morse, Penn's Asst. V.P. for Federal Relations:
The pause was not included in the Senate version of the budget resolution
but it was in the House version. This is now in conference. However, the
real action will be in the appropriation bills and Morse said all 7 appropri-
ation bills sent to subcommittees last week DID include the pause. There was
considerable outcry from the associations and lobbying continues to try to per-
suade Congress that the pause unfairly penalizes institutions for being
successful. Morse indicated he is "cautiously optimistic" that the pause
will not be enacted this year, but he is less optimistic about the future.
