THeir Exec. Director's name is Dulcie Murphy.  I have no idea how long
they fund scholars or how often, but they may be a good starting point.
Not to belabor the obvious, but have you considered the Fulbright program?
It's been some time, but we've hosted a couple of Eastern Europeans
through their program.
