Two organizations come to mind for funding work in Russia.  As I don't have
details of particular projects, I don't know if either of these is applicable
to your needs.  A place to start, perhaps.

Soros Foundation -- they have all kinds of related organizations operating in
Eastern Europe.  Contact them in the US for program specifics and

Eurasia Foundation -- recently released information on a program to aid in
economic and democratic reform in the NIS (excluding Baltic States).  Contact
their program office at 1527 New Hampshire Ave., NW, Washington DC 20036.
They're on the internet at xxxxxx@eurasia.org.  Their guidelines do state that
they fund organizations in the NIS (not individuals).
