The University at Albany, SUNY requires that proposals be in the
Research Office (the central research administration office) 10 days prior to
the agency deadline. The irony is that hardly anyone does it! We've tried
with some success to follow-up "leads" we give faculty about major
grant deadlines to see whether they will be applying. Instead of talking
about "10 day" deadlines, we talk about proposal logistics, resource
commitments, etc. and explain to faculty that it takes time to line up
these matters. If they're not appropriatly handled prior to submission, the
ageny will look negatively at the proposal. Some folks accept this assumption!
