Yes!  We require that proposals are received by our office 5 working days
before the deadline.  If the proposal is on time and full IDC is included in
the budget, the faculty member can recover 1% of the MTDC base and 2% of the
IDC as a reward.  This award, called a Research Incentive Award, can be used
for any research related expenses that the faculty member chooses.  Often it
is used for conference travel or extra student hours.  Our Officers have
found that this incentive is a great way encourage faculty to get the
proposal to us.

We will still get the proposal out if it comes in late or at the last
minute, but they don't get the award.  Additionally, our materials state
that the deadline to us if 5 days in advance and doesn't indicate any
flexibility.
