Our office regularly receives proposals from harried faculty members
who have not budgeted their time and are still gathering signatures 20
minutes before the post office closes.  In situations like this we normally
make our copies and send the proposal.  Many times, upon further examination we
find glaring errors which could have been easily corrected with sufficient
time.

Do any of you have a policy which provides an office deadline prior to the
agency deadline?
