We currently require an institutional signature on all NSF budget pages,
even on original proposals where NSF doesn't require such signatures.
This practice has been going on a long time and the Comptroller, who is
the authorizing signature, likes the idea that it confirms that the budget
being submitted is actually the one that has been reviewed by the instituion.
But this does make more work for faculty (as well as clerical support who end
up typing in names and titles). I'm curious as to how many other institutions
require signed budget pages and whether anyone out there has any comments on
the subject.
