In response to your e-mail posting to the bulletin board, I have several
theories on why research administrators make each others' jobs harder. In
the area of equipment title, I have three:

1.  Lack of training - After 13+ years in this business, I am convinced
that many in higher administration do not understand that basic
and continuing education for research administrators is essential.  This
is particularly true in complicated areas like compliance and subcontracting.

2.  "Interference" from the Legal Office - Please try to keep university
lawyers (pr any lawyers for that matter) away from Sponsored Programs
Offices.  They make each other nervous.

3.  Faculty "Advisory" Groups - This has been a favorite topic on the
Bullletin Board lately.  My advisory committee kept coming up with "advice"
that was contrary to the regulations (including keeping title to equipment
on subcontracts) so I stopped calling meetings and NO ONE noticed.

Well, I have blown off a little steam on Monday morning in response to your
Friday frustration.  I feel better.  I hope your frustration level has
fallen!
