Now here's a bright idea.  We need to know which institutions have a
smoke-free workplace.  Snce we want to be ABSOLUTELY sure that we KNOW who has
a smoke-free workplace, every new and competing application will contain a new
certification.  Instead of sending a letter to each president or CEO and
getting back hundreds of responses, we can get back thousands and thousands of
duplicate responses.  This will keep the person measuring the size of the
type in our proposals busy now that our researchers have finally figured
out that PHS was serious about that problem.

I am reminded that the application of Murphy's Law to research administration
results in an all encompassing certification that no one has, is now, will
ever, or will even consider speaking to Murphy ever again.

Chalk this one up to bureaucracy at its finest!
