Has anyone dealt with Contracts staff of Kirtland Air Force Base
in Albuquerque, N.M.?  We've been asked to sign a subcontract
with clauses restricting the hiring of foreign nationals and
restricting the dissemination of unclassified information.
( Our subcontract is from a company...not TRP related).

I'd appreciate a name of someone at Kirtland who understands University
R&D, or an example of how the above onerous clauses were removed.
