Subject: Routing of Proposals
At UMAB I report to the Vice President for Research and Dean of
the Graduate School. The policy at UMAB is that all proposals submitted
to an external agency requesting funds in support of a project which
utilizes the resources and personnel of UMAB have to be processed and
routed through the Office of Sponsored Programs Adminsitration regardless
if the application is submitted by the President, Vice President for
Administration, etc. Rarely have we had a situation where the proposal
went out first and then had to be routed after the fact. At the institutions
where I worked previously (The University of Texas Medical Branch in Galveston
and the University of Texas Health Science Center in Houston, School of
Public Health) the same procedure was followed. I hope this helps you.
