At my institution--Univ. of WI-River Falls--all proposals to external sources
 are SUPPOSED to come through
the Grants Office.  We see 95-99% of them, I would guess.  But I've never had a
 case of an upper level
administrator submitting one without our knowledge.  Sounds like a prescription
 for disaster.

When I think about it, I write most, if not all, of the proposals which our
 administration submits, so the
question is moot for us.
