I'd like to re-phrase my earlier question from this morning.  If the Sponsored
Projects office reports to some other office like the Provost or above, does th
e central administration above the level of the SPA Office sometimes deal direc
tly on their own without going through SPA when submitting proposals.  In other
 words, if SPA reports to a Provost, will the Provost go through SPA to submit
the proposal or just submit on their own and if an award were obtained, then
tell SPA to set up the account and make sure all compliance issues are handled
properly.
