Concerning "B" grants from NIH, they might be referring to the BSTART grants
from NIMH.  BSTART stands for Behavioral Science Track Award for Rapid
Transition.  I believe it is awarded under the R03 Small Grant mechanism.
There was an announcement concerning the program in the NIH Guide a few months
back, but I am unable to reference the publication date.  Perhaps a call to
NIMH may accomplish getting more detailed information.
