I noticed that announcement in the FedReg as well.  Sounds like this
administration is finally getting serious about the smoking problem.  I'm not
very familiar with the federal regulations regarding this issue and I don't
know how far they  go toward mandating smoke-free environments, but obviously
PHS plans to make sure that universities, at least, are following the rules.
Smokers travelling to Connecticut beware:  all McDonald's are now smoke-free!
